This adds the netscaler dataset. There used to be a Citrix 0.1.0 package, but was removed by #367
This package is too big for elastic-agent to handle
This is to avoid errors trying to read a non-existing file in Filebeat.

@jonathan-buttner @nnamdifrankie It seems the endoint package with transform currently breaks the CI. Could you check on how to make the package work again or adjust it the way needed? |

Having basic access logs make it easier to debug the registry and see what is access from Kibana. This is a basic PR before moving to ECS logs in elastic/package-registry#383
