Bug - WYSIWYG editor - Formatting toolbar scrolls out of view on long posts #1192

Description

When editing long posts, you lose the formatting toolbar in your viewport. The right click options in the WYSIWYG editor are helpful... but incomplete.

Other CMS tools use sticky scroll to help with this, might be another approach to solve the underlying problem though.

Steps to reproduce

1. Create a new post.
2. In the Content field, add a lot of content.
3. Watch the top formatting bar disappear. You'll have to scroll back and forth to apply more elaborate formatting options.
