Adding a test which generates a block with chunks and then decodes the chunks once with the sample count limit and once without the sample count limit. Then it compares the decoded samples to each other and prints chunks which resulted in different sets of samples.
This is an experiment, I have no intention to merge it, there is no need to review it.
