Adds a workflow for pull requests to add a
pr/externallabel for external contributions and also add it to our team board.Also fixes an issue with our issue workflow failing. We already had an
issue_and_pr_commandsworkflow file in addition to theissue_commandsworkflow file, both of them had essentially the same content so I removed theissue_and_pr_commandswhich is why the newpr-commandsworkflow file is marked as a renamed file in the diff.
