Add the v3.0.1 changelog section (Go 1.26.3 upgrade, grafana#7423) and bump the tempo image tag to 3.0.1 in example configs and compiled jsonnet.

Add the v3.0.1 changelog section (Go 1.26.3 upgrade, grafana#7423) and bump the tempo image tag to 3.0.1 in example configs and compiled jsonnet. Also exclude the migrate-to-3 docker-compose example from `make bump-tempo-image-tag`: that example intentionally pins distinct v2 (2.9.2) and v3 (3.0.0) image tags to demonstrate a 2.x -> 3.0 migration, so it must not be rewritten to the released tag.
