The docs state that both v1 and v2 are supported but 1.35+ kubelet actually fails to start by default with v1. If v1 is actually used, there needs to be `failCgroupV1: false` added for kubelet config. Signed-off-by: Jussi Nummelin <jnummelin@mirantis.com> (cherry picked from commit d93ba92)
