[Windows non-ASCII folder] Error: Could not find or load main class #623

For Windows, if the project is under a non-ASCII folder, it prints an error:

Error: Cound not find or load main class XXX

If the program is launched in terminal, there are also simlar issues, see #622

Ideally, the extension should do something to cover the cases, e.g. a customized launcher.

Current Workaround

Set system-wide locale to UTF-8. See: https://www.java.com/en/download/help/locale.xml
