I've been using Github Pages for a few years now.
Suddenly, building & deploying my site with Github Actions stopped working.
The message is:
The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

I'm using a free account.
One week ago, it was working... I really don't get it.
The only recent change is that I started using Co-pilot today within Visual Studio Code.
Could it be the cause of this problem?
Any idea on how to fix it?

This error isn’t caused by GitHub Copilot — it’s related to GitHub Actions billing/limits.

Even on a free account, GitHub Actions comes with a limited number of free build minutes and storage (500 MB for artifacts/logs, and a quota of minutes depending on your plan). When you exceed those limits or if there’s a billing issue, Actions jobs stop running and you see the exact error you mentioned.

What you should do:

Go to Settings → Billing & plans in your GitHub account.

Check if there are any failed payments or if your Actions usage has exceeded the free quota.

If usage is exceeded, you need to add a payment method and set a spending limit (you can even set it to $0 if you don’t want to allow extra charges).

If you don’t want to add billing, you’ll need to wait until your monthly quota resets (on the first day of the next month).

As a workaround, you can also build your site locally and push the static files directly to the gh-pages branch instead of relying on Actions until your quota resets.

Same here, although I totally could believe I've hit the limit of 2000 action minutes... but "Usage this month" under "Billing and plans"/"Plans and usage" shows ... 0 usage. At all. Which is also impossible.

Oddly single-cell-data/SOMA CI runs OK; single-cell-data/TileDB-SOMA CI fails as described here.

Weird since billing is per-org not per-repo.

Began about an hour ago and is now persistent.

For those who may still be seeing an issue, our account owner had to set a monetary value for a budget. It had been set to 0 which was causing the deployment errors, but it was set to 0 for a long time. Not sure if anything changed at github with regard to deployments, but setting a budget value may fix it for you.

As a sidenote, the error message should be much clearer and point to the budget if that is the issue.

Experiencing the same error in multiple public repositories (for example, https://github.com/crowdin/github-action/actions)

However, the last payment was successful and the current usage of GitHub Actions does not exceed 3000 minutes.

Having the same issue on one of my repos on GitHub classroom, but after increasing my budget for Actions to $10, I think it was fixed on personal repos when I tried running tests. However the annotation error still persists on the original repo.

The billing section is so confusing! I also get this message The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings however when I open the billing info there're no warnings there. The payment method is set. Actions usage show "0 min used / 2,000 min included".
Maybe make it more user friendly?

The usage appears to be displayed or counted inaccurately. Upgrading to the paid plan solved the issue though.

I was able to resolve this by paying again and upgrading my organization account to a team account. There should definitely be some more helpful information or guidance for this issue. But it is working now. Happy holidays everyone. :)

How to Fix It

Go to Settings → Billing & plans:

Make sure your billing info is up-to-date.

Even on a free plan, GitHub sometimes needs a valid credit card on file to verify identity for usage limits.

Check your GitHub Actions usage:

Settings → Billing → GitHub Actions.

See if you hit the monthly free limit.

If you just enabled Copilot:

You might need to accept Copilot terms and add billing info to keep Actions running.

Once billing info is confirmed, rerun your workflow, and it should work again.
