Ensure the file path is exactly:

/.github/workflows/.yml

Put the trigger at the top of the YAML like this:

on:
workflow_dispatch:

Commit and push to the default branch (usually main).

Go to:

Actions → select your workflow → you will see the "Run workflow" button on the top-right

and push to the default branch (main).

I coped as it is

The workflow YAML is correct now.
To see the Run workflow button:

Go to Actions tab

In the left sidebar, click your workflow name:
Windows VM with Office (Terraform)

You will now see the Run workflow button on the top right

If you stay on the “All workflows” page, the button will not appear.

In your screenshot, the workflow is visible, which confirms that GitHub has registered it — you just need to click it.

The YAML you posted is correct — the reason you don’t see the Run workflow button is that you’re still on the All workflows page. GitHub only shows the button after you actually open the specific workflow page.

Do this:

1. Go to Actions
2. In the left sidebar, click your workflow name
   Windows VM with Office (Terraform)
3. Now the Run workflow button will appear on the top-right.

If the workflow name is visible in the sidebar, GitHub has already registered it — you just need to open it to see the manual run option.

The reason the Run workflow button doesn’t appear is usually one of these:

1. You’re looking at the “All workflows” page.
   The button only shows after you click the workflow name in the left sidebar.

2. The file is not in the correct path.
   It must be exactly:
   .github/workflows/<filename>.yml

3. The workflow isn’t in the default branch.
   Only workflows on the default branch (usually main) show the manual run option.

4. workflow_dispatch is not at the top level.
   It must look exactly like this:

   on:
     workflow_dispatch:
   

If your workflow appears in the left sidebar, then GitHub has already registered it — just click the workflow name and the Run workflow button will show on the top-right.
