The YAML you posted is correct — the reason you don’t see the Run workflow button is that you’re still on the All workflows page. GitHub only shows the button after you actually open the specific workflow page. Do this:
If the workflow name is visible in the sidebar, GitHub has already registered it — you just need to open it to see the manual run option. |

If your workflow appears in the left sidebar, then GitHub has already registered it — just click the workflow name and the Run workflow button will show on the top-right. |

The workflow YAML is correct now.
To see the Run workflow button:
Go to Actions tab
In the left sidebar, click your workflow name:
Windows VM with Office (Terraform)
You will now see the Run workflow button on the top right
If you stay on the “All workflows” page, the button will not appear.
