[CHORE]: Move geo related helper functions into geo_location_utils #7879

Description

Move geo related helper functions into geo_location_utils.js and update references.

Why should this change be made?

It will help consolidate related functions into one central location and make them available to be used throughout the library.

Notes

• This change is service of getting Dynamic map defaults #7692 updated/merged
• Recent changes from Fix geo fitbounds to choose a compact range across the antimeridian #7837 will be able to be used in the above PR
