Add failed tests and coverage drop job summary to PR check workflow #3288

With the introduction of the Job Summaries feature in GitHub Actions it would be great if we could provide a summary of failed tests and drop of coverage when a PR is raised, increasing the quality of feedback to contributors and reviewers.
