Add default properties to new command issue template #4135

We currently don't ask for default properties when creating issues to implement new commands.

These properties are returned when a command is executed when the text output mode is used.

Therefore, we should add a new field to the issue template to provide guidance and capture the properties to be used in the command implementation.
