Include md output: todo, util, viva commands #4299

Related to #3754

Update the documentation to include the md output for all the commands under the service:

• todo documentation location
• util documentation location
• viva documentation location

You can reference the commands planner plan and planner bucket. They are already contain the Markdown reponse in their documentation.
