Remove --deleted option from spo site list #5392

Noticed that the command spo site list has an option called --deleted.
Let's remove this option in favor of using the command spo tenant recyclebinitem list.

Maybe let's add a reference in spo site list to use spo tenant recyclebinitem list to list deleted sites.
