Restructures the bakery Claude Code skill into an installable plugin
so it can be referenced from sibling repos and platform-skills instead
of only auto-loading inside images-shared.

  • Move .claude/skills/bakery/{SKILL.md,evals/} to
    plugins/bakery/skills/bakery/ (history preserved via git mv)
  • Add plugins/bakery/.claude-plugin/plugin.json and root
    .claude-plugin/marketplace.json
  • Keep a transitional symlink at .claude/skills/bakery pointing to the
    new location so current contributors see no change
  • Update path references in bakery-skill-eval.yml and dependabot.yml

Related to #707

This covers the plugin-restructure scope of #707. The platform-skills
git-subdir discoverability piece and the sibling-repo install-doc
updates are tracked separately and not addressed here, so this PR does
not close the issue.

Restructures the bakery Claude Code skill into a proper installable
plugin so sibling repos can install it directly instead of it only
auto-loading for people working in this repo:

- Move .claude/skills/bakery/{SKILL.md,evals/} to
  plugins/bakery/skills/bakery/, preserving history via git mv
- Add plugins/bakery/.claude-plugin/plugin.json and a root
  .claude-plugin/marketplace.json
- Symlink .claude/skills/bakery to the new location so nothing
  breaks for current contributors until the plugin install path is
  confirmed working
- Update bakery-skill-eval.yml and dependabot.yml path references
  to match

Addresses #707.
