I reviewed the proposed tutorial and it largely overlaps with the existing Create a Django API in under 20 minutes entry. Both cover building a basic Django API with similar scope and learning outcomes.

Since this would be duplicating content that’s already represented in the list, I don’t think it adds enough new value to justify inclusion. For that reason, this PR should be closed.
