What is the bug or the crash?

This is quite confusing, since it makes you believe that the new version is missing its changelog entry.

Steps to reproduce the issue

1. install a plugin
2. wait for an update to be available
3. check the QGIS plugin manager

Supported QGIS version

• I'm running a supported QGIS version according to the roadmap.

New profile

• I tried with a new QGIS profile

Additional context

I think it would be better to always show the latest changelog instead.
