Elevation profile stops respecting layer order on layer properties change #64806

What is the bug or the crash?

Layer order in the elevation profile tree dictates rendering order (which ones go on top or which layer's data will be covered by the data from other layers).

Changing properties of the layer breaks the layer order and manual reordering is necessary to get back to the previous state.

Steps to reproduce the issue

1.) Load multiple layers.
2.) Open elevation profile and set a curve that goes over multiple layers.
3.) Play with the settings to have data of one rendered over the data of another (using fill below/above is the easiest).
4.) Change properties of a layer and notice the rendering order is different.
