Stencil version:

@stencil/core@4.9.0

Current behavior:
Expected a browserUrl to be changed from localhost to custom Url, so that I can run my own local domain integrated with our internal api. But what I can see is browserUrl is available in DevConfig but not in StencilDevConfig and its not allowing to change

Expected behavior:
Devserver should run with other custom domain other than localhost for development.
