Changed the SAVE_AUTHS and RESTORE_AUTHS procedures to only operate on schemas, never the database as a whole, and added comments for all defined routines

Made the SAVE routines a bit more tolerant by using MERGE instead of INSERT; this means a SAVE without a RESTORE doesn't cause problems for subsequent SAVE calls. Also standardized some spacing.
