Officers from Aspirational Districts and Aspirational Blocks across the country continue to participate enthusiastically in capacity-building programmes on NITI TARA (Toolkit for Analysis, Review & Action), strengthening evidence-based and data-driven decision-making at the grassroots. Over 150+ training sessions have already been conducted, building the capacities of 3,500+ officials to effectively leverage NITI TARA for planning, monitoring, review and inter-departmental convergence. The deployment of devices, along with on-ground capacity building, is progressing rapidly across States and Union Territories. The impact is already visible. During the recent Aspirational Block Programme (ABP) review meeting in Chinthong Block, West Karbi Anglong (Assam), officials from multiple departments used NITI TARA to: * Review real-time progress on key performance indicators (KPIs) * Identify sector-specific gaps and implementation challenges * Strengthen convergence through collaborative planning across departments As capacity building expands nationwide, NITI TARA is enabling field functionaries to make informed decisions using real-time data, fostering more effective governance and accelerating local development. At the National Conference on Goan Architecture & Sustainability: Heritage, Climate Resilience & the Goa Model of Sustainable Building, Prof. (Dr.) M. Drawing on the example of Kangaroo Mother Care, where a mother's warmth and skin-to-skin contact serve as a natural therapeutic intervention to improve newborn survival and recovery, along with the successful transformation of hostels into patient wards at ESIC Medical College & Hospital, Hyderabad, and TB care facilities designed with optimal ventilation, he underscored how thoughtful design that harnesses natural elements can accelerate healing while promoting sustainability. In Baikunthpur Aspirational Block of Korea district, Chhattisgarh, education is being enriched through "Beyond the Classroom with the Collector – The Collector's-15," a mentorship initiative that encourages leadership, confidence, and holistic learning among students. As part of the inaugural Dreamers-15 cohort, 15 students participated in an immersive mentorship programme, engaging in discussions on leadership, aspirations, values, and personal growth while developing a deeper appreciation for their families and the rich cultural heritage of Chhattisgarh. Dr. R. Balasubramaniam, Member, NITI Aayog, has authored an opinion piece highlighting the significance of developing a Gross Domestic Knowledge Product (GDKP) as a measure of India's knowledge capital. He notes that this initiative by the Ministry of Statistics and Programme Implementation (MoSPI) offers an opportunity to recognise knowledge in all its forms, from scientific research and innovation to traditional wisdom, craftsmanship, and indigenous practices. Emphasising that knowledge extends beyond what can be measured through conventional economic indicators, he advocates for a framework that values both codified and living knowledge systems. The recognition during India's First Five-Year Plan that tribal development required dedicated research laid the foundation for the establishment of Tribal Research Institutes across the country. At the National Workshop on Strengthening Tribal Research Institutes in Bhubaneswar earlier this month, Dr. R. Balasubramaniam called for TRIs to evolve into the knowledge institutions of tribal India. During his recent visit to the Karnataka State Tribal Research Institute, Mysuru, the conversation turned to a natural next question: what enables an institution to fulfil that role in practice? It begins with the questions an institution asks before it begins a study. Before undertaking research, a TRI must ask what difference the work is likely to make to the lives of tribal communities. Sustained engagement with communities gives research the credibility and relevance needed to inform policymaking. A strong TRI serves as a knowledge resource centre and policy think tank for the state, combining rigorous research with the capacity to interpret evidence, advise governments and translate findings into action which will be beneficial in the development of tribal communities. This requires continuity in research, sound methodologies and a commitment to seeing studies through to completion. Dr. Balasubramaniam also underscored the importance of greater collaboration among Tribal Research Institutes. Many of the questions facing tribal communities extend across state boundaries, making cross-learning and joint research critical to building a stronger evidence base for policy. Strengthening all 29 Tribal Research Institutes across the country is ultimately an investment in better policymaking, grounded in a deeper understanding of the communities they seek to serve.
