After achieving a reduction of 40 basis points from 4.8% of GDP in FY25 to 4.4% in FY26 (RE), the reduction in the FY27 (BE) is only 10 basis points, taking the FY27 fiscal deficit to 4.3% of GDP. In medium term, covering years from FY28 to FY31, the stated target is to reduce the debt-GDP ratio from the estimated level of 55.6% in FY27 (BE) to 50%+/- 1% in FY31. This moderation is due to a fall in the GoI’s gross tax revenues (GTR) to GDP ratio which has progressively gone down from 11.5% in FY25 to 11.4% in FY26 (RE) and further to 11.2% in FY27 (BE). Fitch on Budget FY27: Slow debt cut, steady capex and what it means for India’s growth

“Fitch believes India’s budget demonstrates the ongoing commitment to maintaining macro stability through a gradual path of government debt reduction balanced against a still-robust capex program to enhance growth prospects. Fiscal consolidation is set to be very modest with the 4.3% of GDP FY27 deficit target just a touch below the 4.4% FY26 deficit and just a touch above our expectation of 4.2%.

"The slowing pace of consolidation is in line with our view that further progress on deficit reduction is becoming more difficult without compromising more on GDP growth. The government opted to keep capex spending relatively stable at 3.1% of FY27 GDP rather than pursue a greater degree of consolidation. This likely reflects an effort to offset lagging private investment.

Union Budget 2026 Live: Defence Ministry hails Rs 7.85 lakh crore allocation for FY27, i.e., 2% of GDP

Budget 2026 Live Updates: "In the Union Budget post Operation Sindoor, Defence Services have received an unprecedented allocation amounting to Rs 7.85 lakh crore for the Financial Year (FY) 2026-27. This allocation stands at 2% of the estimated GDP for the next Financial Year and shows a significant increase of 15.19% over the Budgetary Estimates (BE) of FY 2025-26," the Defence Ministry said in a statement.

The total defence budget is 14.67% of the government's expenditure and is the highest among the Ministries.

"In addition to the modernisation of the Armed Forces and financing their regular requirement, the significantly enhanced allocation will also cater for the financial requirements that have arisen due to the emergency procurement of arms and ammunition made subsequent to Operation Sindoor under both the categories viz. Capital and Revenue," it said.

A large share of the defence budget to the tune of Rs 2.19 lakh crore has been allotted for capital expenditure vis-à-vis Rs 1.80 lakh crore which was allotted as BE of FY 2025-26.

Out of the total allocation made to the Ministry of Defence (MoD), here's the section wise allocation:
  • 27.95% is for capital expenditure
  • 20.17% for revenue expenditure on sustenance and operational preparedness
  • 26.40% for revenue expenditure on pay and allowances
  • 21.84% for Defence Pensions
  • 3.64% for civil organisations

"Through this enhanced provision, the Government has reaffirmed its resolve to transform the Armed Forces and their capabilities to the world’s highest standards with a strategic shift towards the goal of Aatmanirbhar Bharat," the ministry said.

Budget 2026 Live: "For higher education, when we wanted to create five university hubs, it is very important to recognize that private sector universities are coming in. States are looking for more higher education centers. After listening to all this, we will have more options so that all kinds of courses can be made available in those hubs and students don't need to go out in case they don't get a visa or they have to borrow money," Finance Minister Nirmala Sitharaman said.

"That quality of education should be available in India only. That is why all the states are competing with each other. They will come in a challenge mode and say that we are ready to give land. Multi-specialty hospitals like this. Universities with different types of courses can all come and set up and this will also mean partnering with universities abroad," she added.

She emphasised that the government aims to provide foreign-standard university education in India.
