This puzzle is part of Monthly Topic Challenge July 2026: Obscure Observances.

INTERNATIONAL CAPS LOCK DAY is celebrated twice a year - on June 28th and October 22nd.

A few days ago, I typed the following message:

TO-.Y I- C.P- -OC- -.Y .N-, UNEXPECTE--Y, EN.B-IN- C.P- -OC- -E.CTIV.TE- T-E RE-T O- T-E -OME ROW -EY-, W-IC- I- W-Y I -.VE REP-.CE- T-E -ETTER . WIT- -OT- .N- T-E REM.ININ- -ETTER- WIT- -.--E-

Can you decode it?
