No constitutional barrier to housing company smoking bans, committee finds

Housing companies banning smoking are comparable to other rules on nighttime noise, according to the constitutional law committee's chair.

The Finnish Parliament's Constitutional Law Committee has found that a housing company can decide to ban smoking without constitutional obstacles.

The government has proposed that housing companies could in the future decide to ban smoking on their properties. Currently, a municipality can impose a ban if a housing company wishes.

According to committee chair Heikki Vestman (NCP), banning smoking is comparable to, for example, housing company rules on nighttime noise.

The Constitutional Law Committee published its statement on the matter on Tuesday.
