• Simplifying navbars and global menus
• Add a global Add to Dashboards button to replace the toolbar [Dashboards] Add global "Add" button to toolbar #217270

These changes, in particular (a) and (b) would have impact in all of Kibana. We will start the proposal from within Dashboards and then look to collaborate with other teams in order to reach an agreement in direction and eventually develop these proposed changes.
