Fix release tag target and add version bump option

The gh release create call had no --target flag, so it defaulted to the
repo's default branch (develop) and tagged every release at develop's tip
instead of the build SHA. The pat-built panther-analysis-all.zip artifact
was always correct, but GitHub's auto-generated source archive shipped
with develop's stale .versions.yml. Pin the tag to the checked-out SHA
so the source archive reflects what was actually built.

Also add a `bump` workflow input (major/minor/patch, defaulting to minor)
in place of the hardcoded minor bump, so patch releases like v3.108.1
don't require manual version computation.
